Its hard to know what it is unless you enquire I guess, because there are a few mods that can increase the speed.

i think thats the guy who was trying to sell it on ebay. he wants you to pay him 3 bucks so he can tell you to shove a match stick under your axle.

here ya go. that mod does have some base in reality but jbweld or some sorta other steel epoxy is 50x more efficient.

Yeah I saw that thing on ebay, the description says increase your speed or something for free and you have to buy it on ebay
