you can make a dyno simply with another wheel or a drum and another motor being run as a generator feeding off the drum. 
Use a voltage divider ladder to scale it so it lights up an LED meter and you can see the voltage drop across a known resistance and calculate real power.
Just make sure your load resistor is a .5% or something good like that and it will work just fine.
I might mess around with something like this myself.
