I believe in most cases, modders start with an existing shell.
they cut, chop, sand, etc.
then add putty, plastic, glue, etc.
and then sand, sand, sand, add some more putty and sand, sand, etc.
and then primer and go to town.
at least that's the majority of my custom jobs

not that I'm aware of, but it could work I suppose.
I think the biggest hurdle when molding new bodies would be getting the details to come out and still have a paper thin, yet durable body.
can't have anything too heavy and bulky ya know

same way you'd mod the body, with more plastic cut to fit, some glue and some putty.
skirts for example, most people use old credit cards or something - cut and glue them on then shape them with more trimming and sanding, then filling in gaps with putty

you can get modelers putty, most commonly used on airplane models so look for airplane putty.
the brand I use is called Squadron, it's white model airplane putty
you should be able to get it at a local hobby shop

not sure if you've seen it yet or not, but this article might help you during the chop

I recommend two part epoxy putty Milliput. It becomes rock hard in three to four hours, so you have enough time.

the epoxy is great for big body molding jobs, but to fill a little crease or something, it's overkill
I use both, but only use putty on small fill / smooth-out jobs
I use epoxy when I need the area I'm filling to be super strong
